(AIM)This course offers students a thorough over view of the international human rights monitoring mechanisms and the inter-relationship among them. It requires the students have some understanding of the international charter of human rights.

（教学目的）本课程将全面地向学生讲授国际人权保护机制的内容，包括这些机制的相互关系，要求学生对国际人权宪章的内容有所了解。

(CONTENT)The  course includes four parts: The first part focuses on Charter-based organs in United Nations  and related procedures, such as the personal complaint procedures, special rapporteurs, etc, with the focus on the UN Human Rights Council. The second  part centers on the treaty-based organs and the related procedures, such as Human Rights Committee and Committee on the Elimination of Discrimination against Women, etc.. The third part is concentrated on discussions of regional human rights monitoring mechanism, including European Court of Human Rights, the  Inter-American Commission on Human Rights, Inter-American Court of Human Rights and African Commission on Human and People's Rights. The course will analyze the possibility of setting up human rights monitoring mechanism according to present situation in Asia. The last part will focus on China and human rights.

Cases will be studied informs of students team work and group discussions. The proportion of lecturing and discussion of the course is 50-50. Group work and case studies  will be used during the whole process.

（课程内容）本课程分为四部分：第一部分集中在联合国以《宪章》为基础的机构和程序，包括个人申诉程序和特别报告员制度，重点是联合国人权理事会；第二部分聚焦于以人权条约为基础的机构和相关程序，例如人权事务委员会、消除对妇女歧视委员会等等；第三部分着重区域人权保护机制，包括欧洲人权法院、美洲人权委员会和亚洲建立人权监督机制的可能性；最后一部分集中讨论中国与人权。

   课程的教学过程中将采用学生团队活动和小组讨论的方式对案例进行研究。授课与讨论的比例是一半一半，团队和小组活动将贯穿课程的全过程。

(RESULT) On completion of this course, students should be able to:

(1)Explain and evaluate mechanisms of human rights protection based on the UN Charter;

(2)Analyze mechanisms of human rights protection based on international human rights conventions;

(3)Demonstrate a good understanding of regional systems of human rights protection;

(4)Critically evaluate national human rights institutions and their roles;

(5)Comment on the inter-relationship between different mechanisms.

（成果预期）课程结束后学生应能够做到：

（1）解释并评价以《宪章》为基础的人权保护机制；

（2）分析以国际人权公约为基础的人权保护机制；

（3）展现对区域人权保护制度的深入了解；

（4）对不同人权保护机制之间的关系进行评论。

(ASSESSMENT) Group work and attendances of discussion comprises 20% of the total points. Ashortessay (70%ofthetotalpoints) will be submitted as required by the Law School at the end of the semester. Class attendance will comprise10% of the total points.

（课程评估办法）小组活动和讨论参与占总分数20%；结课论文占70%（按beat365官方网站规定于期末提交）；出勤占10%。
